YES! They blocked viewing shows in the USA, unless you put up with the horribly edited/censored versions on BBC America.
I would like to watch http://www.bbc.co.uk/iplayer/tv/bbc_two/

Specifically, "Never Mind the Buzzcocks" and "The Graham Norton Show"

Both are extremely funny... just in case anyone is wondering.

Can someone walk me through exactly what to do?

I know my way around the registry and IE settings.
I have a Linksys BEFSX41.

I purchased a proxy subscription so that I could watch BBC iplayer. A friend uses this service and is able to watch BBC iplayer using her proxy. However, I have carefully followed the instructions over and over again, and the iplayer continues to say that the shows are not available to me.

Can anyone tell me what to do to correct this?
